Exactly. Though I'm guessing that pic is fairly recent, that has been standard operating procedure in Israeli schools since the early 70's.
Because maniacs were shooting them up.
Also the teachers are trained in weapon use. Just saying ''oh they should just carry if they want'' may not be any help, someone with little or no training (including the ability to spot and effectively neutralize a threat) is hardly any good.
